How do we stop Goldman Sachs and Bank of American from affecting our gas prices?

Gas is at $3.99 gal. in W. Michigan, Goldman announces oil will be going down, gas is then $3.89gal, the next day Bank of American tells us gas is going to go up, now we pay $3.99 again. 10 cent a gallon just by talking.
